POSITION OVERVIEW
HER Campaign is seeking an experienced and mission-aligned Chief Medical Officer to lead our medical team and oversee all clinical operations within our stabilization programs. This role is critical in ensuring survivor safety, maintaining regulatory compliance, and advancing an integrated care model rooted in trauma-informed, functional, and holistic healing of the body, mind, and spirit.
The ideal candidate is not only a skilled clinician and leader, but also someone deeply committed to our vision of breaking cycles of exploitation through evidence-based, survivor-centered, and spiritually sensitive approaches. A background or strong interest in integrative or functional health and addiction medicine is highly desired. Another bonus would be someone familiar with Medicaid and managed care systems.
DUTIES AND KEY RESPONSIBILITIES
Clinical Leadership:
- Provide medical oversight for detox, residential, PHP, IOP, and telehealth services.
- Ensure that all treatment protocols meet current medical, ethical, and regulatory standards.
- Supervise and collaborate with physicians, nurse practitioners, and clinical staff.
- Serve as the Medical Director for the facility’s CLIA certification, ensuring compliance
- Assume ultimate responsibility for the withdrawal management (WM) services and medical services across all levels of care within the program.
Regulatory Compliance & Accreditation:
- Ensure adherence to state, federal, and accreditation standards (e.g., Joint Commission, CARF).
- Maintain all necessary documentation and policies to support compliance and facility licensure.
- Serve as the primary medical liaison for audits, licensing agencies, and accreditation bodies.
Patient Care & Safety:
- Oversee medical detox protocols, ensuring patient safety and best practices in withdrawal management.
- Develop and implement medication-assisted treatment (MAT) programs where appropriate.
- Review and approve individualized treatment plans for residents.
Quality Assurance:
- Develop and implement quality assurance programs to monitor and improve the quality of medical care provided.
- Conduct regular reviews of medical protocols, treatment plans, and outcomes to identify areas for improvement.
- Ensure compliance with all medical and safety standards related to detox and residential treatment services.
Medical Staff Management:
- Recruit, train, and supervise medical staff, ensuring compliance with licensure and certification requirements.
- Foster a collaborative and professional work environment for the medical team.
- Implement performance evaluation processes to assess staff competency and areas for development.
Policy Development and Compliance:
- Develop and enforce policies and procedures related to medical care and treatment.
- Ensure compliance with regulatory standards, licensing requirements, and accreditation standards.
- Oversee compliance with federal and state requirements, including controlled substance regulations and Medicaid/Medicare policies.
Education and Training:
- Provide ongoing education and training to medical staff on relevant clinical practices, policies, and procedures.
- Adjust training programs to include all employees working within WM services (including techs), ensuring competency in patient care and safety protocols.
- Stay current with advancements in rehabilitation medicine and disseminate relevant information to the team.
Interdisciplinary Collaboration:
- Collaborate with rehabilitation specialists, therapists, social workers, and other professionals to ensure a holistic approach to patient care.
- Participate in interdisciplinary team meetings to discuss patient progress and treatment plans.
- Provide leadership in integrating medical care with behavioral health and psychosocial support services.
Community Engagement:
- Represent the facility in a professional manner in the community.
- Establish and maintain positive relationships with referring physicians, healthcare providers, and community organizations.
- Advocate for the facility’s mission and services in professional and public forums.
Performance Evaluation:
- Conduct regular performance evaluations for medical staff, providing constructive feedback and identifying areas for professional development.
- Develop strategies to improve staff engagement, efficiency, and retention.
Emergency Response:
- Develop and implement emergency response protocols to ensure the safety and well-being of patients and staff in the event of a medical crisis.
- Provide medical leadership in addressing urgent or emergent situations within the detox and residential treatment settings.
MINIMUM QUALIFICATIONS AND CORE COMPETENCIES
Medical Credentials:
- Medical Degree: A Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) from an accredited institution.
- Board Certification: Board certification in addiction medicine is highly regarded and often preferred. While not universally mandated, it demonstrates specialized expertise in addiction treatment.
- State Licensure: Active and unrestricted medical license to practice medicine in Colorado.
- Valid DEA license: Required if prescribing, ordering, or administering controlled substances.
- If the facility has its own DEA registration, the Medical Director may operate under it if permitted by regulations.
- State-specific regulations may require individual DEA registration regardless of facility registration.
Clinical Leadership Experience:
- Experience in providing medical leadership within a clinical rehab facility is essential.
- The ability to develop and implement comprehensive rehabilitation programs is vital for effective service delivery.
Patient Care Expertise:
- Overseeing medical care in a clinical setting is fundamental.
- Collaboration with a diverse healthcare team ensures coordinated and patient-centered care.
Quality Assurance Skills:
- Developing and implementing quality assurance programs is key to maintaining high standards.
- Regular reviews of medical protocols and treatment plans facilitate continuous improvement.
Medical Staff Management:
- Experience in recruiting, training, and supervising medical staff is important.
- Ensuring compliance with licensure and certification requirements fosters a collaborative work environment.
Policy Development and Compliance:
- Developing and enforcing policies related to medical care and treatment is crucial.
- Ensuring compliance with regulatory standards, licensing requirements, and accreditation standards is mandatory.
State of Colorado Requirements:
- Licensure: The Medical Director must hold an active Colorado medical license in good standing.
- Experience: A minimum of three (3) years of verified experience in the human services field, with at least one (1) year in a supervisory or administrative position. Alternatively, a master’s degree with two (2) years of verified experience, including one (1) year in a supervisory or administrative role, is acceptable.
- Compliance: Ensure that the facility adheres to the Colorado Department of Human Services regulations for residential treatment facilities, including those outlined in 2 CCR 502-1.
